What if we do GPIO operation instead of I2C?

That would be great.

The I2C pins are used in I2C mode when communicating with an I2C device. But they can be used as GPIO pins if no I2C device is present.

Based on your schematic you can ignore the I2C function. Just use those pins as GPIO pins and turn them on and off in the sequence you desire.
