That's not one I've seen.
Does the band move as you change your highlighted area?

I was thinking that could be a power issue causing bleed along a line, however that is down the screen as it is natively portrait.

If you press ctrl-alt-f2 to drop to a console, "sudo apt install kms++-utils", and then "kmstest", does the test pattern render correctly?
You may need to add "--device=/dev/dri/card1" or similar to choose the right DRM card.
It's normally ctrl-alt-f1 or ctrl-alt-f7 to get back to the desktop.

Please also make sure your system is up to date - there have been a few bug fixes over time.
